This coin is a forgery as for me. It was minted but with fake dies. Both dies made professionally, however the gentleman could not invent how to make the edge.

if you ever bought anything from "degodoslaurus nickname on eBay, Spanish forger Mr. MARIA ASUNCION DE GODOS ALVAREZ" consider all as a fake coin replaced in NGC or PCGS slabs.
NGC indeed made some of them slabbed. This is made with same die quality as they made with 3 Roubles 1870, many of them which MGC graded. if you have 3R 1870 in NGC I advice to resubmit but do not crack the slab. These coins are made in Spain/Hungary/China minted with very high quality dies. When a forgery was minted we do not read the coin carefully seeing the trace of mint we stop studying its authenticity but grade.
I agree with you that, now we have to study the authenticity of each coin each time even when we buy from a dealer known to us with a good reputation. Do not forget that not all dealers are aware of last forgery technologies.

I am not sure whether it is fake or not, still on side that it is genuine. However the coin is that worse condition and as such no needs to discuss it. I advise not to offend your dedushka!!!
Unfortunately I sold all my 10Rs of 1900 all in MS62 and have none of it in MS. I have it in my collection in AU58 as of now :) I would say it is rare indeed in MS63 and 64, however I'll try to find few more in Baku and promise to offer you the first one.
